		<description>There is only one problem.  The Army Corps of Engineers will spend 10 years studying this proposal that anyone who has ever spent an hour studying the Hydrology of the Mississippi will realize is a solution that will work.

Everyone wants to blame the oil companies for the loss of marshland, but they in no way are to blame for the delta to loose land.  That blame lies with the Corps.</description>
